US Revenue, 1st Issue, R13b Part Perf. Excellent, clean looking stamp with a deep, generous blue color.

The oval handstamp shows a date of 1865. To add to the uniqueness of the stamp, there is a dash under the bottom left 2 of the stamp, a scratched plate. There are scratched plates listed in Scott for other first issue revenues, but none quite like this. Feel free to ask questions.
